The Regional Transportation Commission owns the rail corridor. The RTC has unanimously affirmed its commitment to institute high capacity public transit service on the Santa Cruz Branch Line.

Do you support implementing electric passenger rail on the Santa Cruz Branch Rail Line?


David:
Yes.

Why or why not? How would this position be expressed in your work, should you be elected?

David:
I have commuted by bicycle every day for the last 5 years. I am committed to alternative transportation and am the champion steward for the environment. Our utilization and expansion of our existing rail corridor is critical for our community, our environment, and our commitment to equity.


Question 2:
Construction has begun on the trail next to the tracks, but some segments have faced opposition and resulting delays.

Do you support building a trail next to the tracks from Davenport to Watsonville?


David:
Yes.

How would this position be expressed in your work, should you be elected? What will you say to your constituents about this project?

David:
My position is rooted in a commitment to equity and environmental sustainability. We need a diverse range of transportation options to adequately address the needs of our community. I recognize the challenges faced by residents who commute from our broader community and public transportation is a vital aspect of addressing this equity issue; ensuring that individuals from various backgrounds have accessible and efficient means of commuting. As a candidate for Santa Cruz City Council, my approach is to carefully evaluate the potential consequences of each section as well as facilitate the completion of the sections running through town.


Question 3:
Neighborhoods with safe streets, bike lanes, and sidewalks create room for us to move freely without our cars.

Do you support improved street infrastructure to protect pedestrians and cyclists?


David:
Yes.

How would you support or prioritize projects, policies and funding to improve safety and infrastructure for pedestrians and cyclists?

David:
We will prioritize improvements in transportation infrastructure, including roads and public transit, to enhance accessibility and mobility for all residents. This is particularly crucial for ensuring that every part of the district has safe routes to essential services and recognizes the need for multi-modal access. By providing efficient transportation options we safeguard our environment and our future. Advocating for the expansion of alternative transit corridors to minimize our carbon footprint and provides access to sustainable transit options in our community. My stance emphasizes the importance of a comprehensive transportation strategy that considers equity, environmental impact, and community well-being.


Question 4:
The June 2022 Greenway Measure D sought to “rail bank” and tear up the tracks for a trail only.

Did you oppose the June 2022 Ballot Measure D?


David:
Yes.

What do you think are the implications of the 73% defeat of measure D?

David:
My vote against Measure D was driven by the belief that we need a diverse range of transportation options to adequately address the needs of our community. I recognize the challenges faced by residents who commute from our broader community and public transportation is a vital aspect of addressing this equity issue; ensuring that individuals from various backgrounds have accessible and efficient means of commuting.

Regarding the Greenway initiative (Measure D), I acknowledge that voters overwhelmingly rejected it in 2022 and that means our community is deeply invested in broadening our use and access to our Rail Corridor.


Question 5:
The California Coastal Commission recognizes the value of both freight and passenger rail in the coastal zone for environmental and coastal access reasons. Freight rail capability is important infrastructure for disaster preparedness and recovery.

Do you support preserving freight rail capacity on the Santa Cruz Branch Rail Line?


David:
Yes.

How would this position be expressed in your work, should you be elected?

David:
Leverage my background and work in Ecology and experience in the Water Department to collaborate with environmental experts, scientists, and local organizations to develop a scientifically sound and effective climate resiliency plan.

We know the importance of preserving our rail resource to develop and enhance emergency preparedness and response plans to address the immediate impacts of climate-related events.
